          	<title><![CDATA[State Agencies Honored for Promoting Small, Women and Minority Businesses in Virginia]]></title>
			
			  	
			  
				
			
			
 	 <description><![CDATA[<strong> November 16 &mdash;</strong> Governor Timothy M. Kaine honored Virginia state agencies for their exemplary work to increase procurement opportunities for Small, Women and Minority businesses in the Commonwealth. The Commonwealth's expenditures for SWaM businesses have increased from $674 million annually in 2006 to $1.8 billion in 2009. 
<p></p>
<p>"During my administration we have tripled the amount of state expenditures for SWaM businesses in the Commonwealth," Governor Kaine said. "Today, thanks to the efforts of the agencies I'm honoring, SWaM is one of the first considerations for awarding contracts. ..."</p>

          	<title><![CDATA[Financial Training and Loan Program for State Employees is Announced

 	 <description><![CDATA[<strong> July 13 &mdash;</strong> The Virginia State Employee Loan Program is a unique pilot program designed to help meet the short term loan needs of state employees as they manage through the worst economic crisis in generations. Small loans from $100 to $500 will be offered to state employees through the Virginia Credit Union and backed by the Virginia State Employee Assistance Fund. As a requirement of the loan, borrowers will complete an on-line financial fitness course and exam to keep them on sound financial footing.

			<title><![CDATA[Governor Kaine Announces Circuit Court Appointment

 	 <description><![CDATA[<strong> April 7 &mdash;</strong> Governor Timothy M. Kaine today announced the appointment of Kenneth R. Melvin to the Portsmouth Circuit Court, effective May 1. Melvin recently announced his retirement from the Virginia House of Delegates.
<p></p>
<p>"With this appointment, Ken will have another opportunity to build upon his record of dedicated service to the Commonwealth," Governor Kaine said."Ken has served with great distinction in the House of Delegates where he has been particularly valuable as a member of the Courts of Justice Committee. I have known and admired Ken for the keen analytical abilities and reasoned judgment he brought to legislative debates. I look forward to his continued service."</p>

Kaine today launched an overhauled <a title="http://www.stimulus.virginia.gov/" href="http://www.stimulus.virginia.gov/">Stimulus.Virginia.Gov</a>, transforming the state's original, pioneering website into Virginia's comprehensive online portal for the American Recovery and Reinvestment Act (ARRA). <br /><br />With the conclusion of the project solicitation phase of the Commonwealth's program to implement the recovery plan, the website is transitioning to present a wide range of information related to the ARRA - including maps, graphs, charts, and downloadable tables that allow citizens to see where proposals have originated, where money is flowing, and what specific projects and geographies are benefiting from recovery plan funding.
